At the end of the year, the project „Development of Transport and Port Communication Systems” (Trans-Port), co-financed by the European Regional Development Fund, is winding up. Within the framework of the project, a number of activities aimed at the improvement of the Port of Ventspils communication systems were carried out, and as a result, a part of navigation buoys in the Port of Ventspils and adjacent waters are being equipped with an automatic identification system (AIS).
On 26 October 2010, at Saldus Municipality there was held a kick-off meeting of partners of the project LLIII-180 „Development of Transport and Port Comunication Systems” (Trans-Port) implemented under the Latvia–Lithuania Cross-Border Cooperation Programme 2007-2013, which may be regarded as the actual starting point of this project.

The meeting was attended by representatives of Kurzeme Planning Region as the Lead Partner organisation and the other eight project partners: Zemgale Planning Region, Latgale Planning Region, Saldus Municipality, Mažeikiai District Municipality, Šiauliai Region Development Agency, the Port of Klaipeda, the Port of Liepāja and Ventspils Free Port.
During the meeting, the project Steering Committee and the Project Implementation Unit were set up and the partners’ representatives for these project structural units nominated. Also, a decision about the next joint meeting of the Steering Committee and Project Implementation Unit was taken, with the meeting scheduled for 2 December 2010, Klaipeda.
Within the framework of the project, modernisation and improvement of port communication systems will be performed, providing development of port communication systems in two major ports of Kurzeme region – Liepāja and Ventspils, as well as that of the Port of Klaipeda. During the project implementation process, Port Gate Control System (PGCS) will be introduced at the Port of Liepāja and improved at the Port of Klaipeda, but the Port of Ventspils will have its navigation aids modernised through introduction of Automatic Identification Systems (AIS). Also, the information systems for data exchange between port companies and state authorities will be improved at the Port of Klaipeda (KIPIS).
Within the project, a study on availability and optimization potentialities of public transport will be carried out. During the process, the cross-border public transport needs and opportunities for its further development will be explored. To obtain a systemic and unbiased overview and assessment of the existent public transport conveyances, especially in relation to interregional and cross-border traffic, data on passenger flows, their intensity at the Latvia - Lithuania border regions will be studied and analyzed. On the basis of the assessment of existing systems, possible avenues for development will be identified, as well as recommendations for an optimum linkage of the systems provided, considering the socio-economic, demographic, administrative-territorial a.o. factors in the development of the Latvia-Lithuania border regions.
On the basis of the data on the intensity of passenger flows, a feasibility study for the public transport route „Mažeikiai – Saldus – Rīga (Riga airport)” will be conducted.
The project budget totals EUR 763’491, with EUR 460’100 or 60% from the total budget allocated for setting up the infrastructure.
The planned length of the project implementation is 15 months – from October 2010 to December 2011.
