Board

The board is the highest decision-making body at the Freeport Authority, which supervises the administration led by the CEO of Ventspils Freeport. According to the Law on Ports and the principle of parity, the Freeport of Ventspils has eight board members – four representatives from Ventspils local government, who shall be appointed to and removed from office with the decision of Ventspils City Council, and four representatives nominated by the ministries of Economics, Finance, Transport and Environmental Protection and Regional Development, appointed to and removed from office by the Cabinet of Ministers of the Republic of Latvia.

Born in 1953
Education: State University of Latvia, economist qualification
Professional experience:
Since 1988 – Chairman of Ventspils City Council; 
Since 1994 – Chairman of Board of the Freeport of Ventspils and President and Chairman of Board of the Transit Business Association of Latvia.
Most significant competencies – development of Latvia and Ventspils, political framework, economy, budget, finance, tax policy.
Awards: The Grand Award of Ventspils City Council, The Order of Three Stars, Third Class, and the Honorary Title of 3rd International Competition Person of the Year in Transport 1998.

 

Jānis Vītoliņš

Represents Ventspils City Council
Born in 1954
Education: Riga School of Economics, master’s qualification in business management, Riga Polytechnic Institute, construction engineer qualification.
Professional experience:
Since 1989 has worked for local municipality company – Dzīvokļu komunālā pārvalde
Since 1996 – Deputy Chairman of Ventspils City Council;
Since 1996 – Deputy Chairman of the Board of the Freeport of Ventspils.
Awards: The Award of Ventspils City Council and The Grand Award of Ventspils City Council, State Highest Award – The Cross of Recognition.

 

Guntis Blumbergs

Born in 1963
Education: Latvian Academy of Agriculture, engineering qualification.
Professional experience:  
From 1997 until 2006 – Deputy Chairman of Ventspils City Council;
From 2006 until 2009 – Member of Parliament of the Saeima of the Republic of Latvia; 
Since 2009 Deputy Chairman of Ventspils City Council;
From 1999 until 2006 and since 2009 – Board Member of the Freeport of Ventspils.

Education: Ventspils University College, master’s qualification in business management.
Professional experience:

From 2004 until 2006 – Executive Director of Ventspils labiekārtošanas kombināts;
Since 2006 – Deputy Chairman of Ventspils City Council;
Since 2006 – Board Member of the Freeport of Ventspils.

KASPARS OZOLIŅŠ

Represents Ministry of Transport
Born in 1977
Education: Turiba University – master's qualification in Law, University of Latvia – second professional lawyer degree.

From 1999 until 2000 – Legal Adviser of the Department of Laws and Regulations and Methodology in the Ministry of Justice of the Republic of Latvia;
From 2000 until 2002 – Head of the European Integration Department in the Ministry of Justice of the Republic of Latvia;

From 2003 until 2012 – Head of Valmiera City Council's Legal Affairs Department;

1999 – 2000  Adviser to the President Vaira Vīķe-Freiberga in legal matters, Chancery of the President;
2008 – 2009  Lecturer at the Chair of Constitutional Law of Faculty of Law, University of Latvia;
2000 – 2011  Adviser to the Presidents Vaira Vīķe-Freiberga and Valdis Zatlers in legislative matters, Chancery of the President;

Education: University of Latvia – bachelor's qualification in Law, Riga Teacher Training and Educational Management Academy – master’s  qualification in Educational Management, Faculty of Pedagogy of the University of Liepaja – higher education in special needs school teacher specialty.
Professional experience:
From 1994 until 1996 – Senior Officer of the Department of Youth Affairs of the Ministry of Education and Science of the Republic of Latvia;
