Digital Transformation of Port Management through Enhanced Processing and Analysis of Transport and Logistics Data
The project aims to promote the digital transformation of Latvian port management by improving the processing and analysis of transport and logistics data through the development of an integrated, shareable, and adaptable platform that ensures:
- Integrated execution of port functions and cargo logistics processes of companies, as well as service delivery in a unified digital environment.
- Digitalisation of multimodal port cargo data.
- Real-time data acquisition, processing, sharing, and modelling.
- Reduction of the administrative burden for platform participants, decreased circulation of paper documents, and minimised environmental impact.
- Domestic and cross-border interoperability and integration into international logistics corridors.
- Growth in the digital development, skills, and international competitiveness of platform participants.
Within the project, a modular platform will be developed for the unified digital management of port transport and land and maritime cargo logistics, data exchange, and service delivery. This includes cargo planning, tracking, and document processing, as well as the introduction of integrated digital services for port transport and logistics. The platform will also provide data sets compliant with eCMR requirements, ensure their management, and create solutions for port access, control, and logistics data analytics.
In addition, the Port Information System will be enhanced and adapted for the needs of partner ports and for shared use. The project will develop an integration gateway for the platform and connect key control authority and third-party information systems, including SKLOIS, EMDAS, KPS, and shared solutions (DAGR, the Latvian National Federated Cloud, the eCMR register, unified authentication, etc.).
The platform and its services will be implemented at the Freeport of Riga Authority, the Freeport of Ventspils Authority, and the Liepaja Special Economic Zone, while ensuring access to other Latvian ports, institutions, and companies.
The implementation of the project will significantly improve the efficiency of operational processes at the Freeport of Ventspils and will provide entrepreneurs (ship agents, operators, terminals, etc.) with the opportunity to digitally complete both state formalities and port services, as well as access relevant operational information in one place.
Project partners include the Freeport of Ventspils Authority, the Customs Board of the State Revenue Service, the Liepaja Special Economic Zone Authority, VAS Latvijas dzelzceļš, the Ministry of Transport, VSIA Maritime Administration of Latvia, SIA LDZ CARGO, and the State Border Guard. The leading partner of the project is the Freeport of Riga Authority.
The project “Digital Transformation of Port Management through Enhanced Processing and Analysis of Transport and Logistics Data” is implemented with the support of the European Union Recovery and Resilience Facility. The total project cost is EUR 3,854,780.00, of which EUR 312,087.90 is the Freeport of Ventspils Authority’s share, consisting of EUR 312,087.90 European Union Recovery and Resilience Facility financing and EUR 39,142.06 state budget funding. The project implementation period runs until 31 May 2026.
